Should I just ignore these messages and continue as normal and assume everything is okay if Norton 360 has the green tick on each part of the program?

You can safely ignore this message. It appears to be a minor notification defect in version 21.
Essentially, what happened was that you interrupted an idle-time Quick Scan while it was in progress and Norton notified you of the results of a previous Quick Scan:
In the screenshot above, the Quick Scan hasn't actually finished; it's actually been Cancelled due to idle-time being interrupted ie. I started using the computer while the idle-time Quick Scan was in progress. Clicking on the View Details link takes me to the results of a manual Quick Scan that I'd performed earlier where Tracking Cookies had been found and fixed. When the idle-time Quick Scan resumes and if I interrupt it again, I will again see the notification in the image above. As I said earlier, you can safely ignore this message as you should not be seeing this notification at all.
Note to Norton Developers: This issue can be easily reproduced. If you would like step-by-step instructions on how to reproduce the issue, then please let me know and I will post them.
