I am using Windows 8.1 64 bit system and Norton 360's latest update. I still cannot use any Windows apps. I do not have a "Touch screen" please get on with this I have been very patient.

Have you tried following the instuctions in the following lnk? I ask as DistEd2 mentioned that it fixed the same thing on his system.
