There's no problem with transferring the subscription. Are you going to continue to use the old PC or are you disposing of it? If you are keeping it in use then do you have a multiple PC licence? If you are disposing of it then you should deactivate the subscription before you do so. Details when we know from you.
Microsoft has a utility called Windows Easy Transfer that I have used and which works in Windows 8.0 but they changed things in WIndows 8.1.
It will transfer personal data fles and some settings (and can be cinfigured by you to change what it moves) but it cannot move applications which you need to reinstall and so you need the installation media or files to do this.
I can give you more details if you can say if the new computer arrives with Windows 8.0 the original release as some still do or with Windows 8.1 preinstalled as hopefully yours will since that will help you later on if you ever have to do a Restore to Factory condition after some major breakdown or disk failure.
If you are not sure can you give me the make and exact model computer you are getting and I'll try and look it up -- I'm used teo doing this!
