I've got the same problem.  I've uninstalled and reinstalled Norton 360. It did not help. 

    Upon first starting the computer, if I click on a Norton icon the dashboard will flash onto the screen and disappear immediately. If there is a recommended action to perform (at the moment the red exclamation point is saying that it wants a computer tune-up) the Dashboard will sometimes be there long enough to click on the selected task. It disappears upon selection.

    Any attempt after that to open Norton via any icon gets no response until the computer is restarted, then... see above.

    I can, from "Programs" at the Windows icon, run a quick scan, backup, update and "Get Support."  The pre-test done after selecting "Support" shows no problem.  Auto-Fix did not auto fix.

   This is on a Toshiba laptop,  I have RegZooka installed, but that was done in hopes of it helping with this problem.  System Mechanic is on it too.
