You need to set up a second user as we used to do in previous Windows versions. Just a user name and password. I cannot say this will help, but I have seen other issues resolved with a local user account.

What firewall is the internet provider providing? Are you referring to a ISP supplied router? That is good protection from the internet, but the Norton firewall protects you from your computer sending something out from a malicious program.
