Your query has two possible meanings so here are the two answers:

 

SSD's should not be defragged/optimized since it can shorten their working life -- the memory has a finite number of changes it can survive making.

 

Defragging/optimizing utilities should detect SSDs and automatically refuse to treat them.

 

And I suppose a third answer -- Norton's optimizer was designed to detect and not defrag SSDs as is true of the one built into Windows 7 & 8 that runs automatically in the background when the sytem is idle ......

 

Modern technology of disk design on rotating disk drives and the modern file structures (NTFS) do not benefit from defragging as they used to in the days of XP and FAT drives; in fact NTFS automatically breaks up large files to fit bits of available space do defragging undos that and then gets undone by the NTFS file system!
