You would not be able to stop a Norton process from running with Task Manager or any other method. Norton Product Tamper Protection stops anyone from trying to disable the protection, so no malware can disable Norton and wreak havok on your system.
The Win 8/8.1 Fast Start issue can cause problems because your system may never actually get a full shutdown and restart to complete updates to Windows or other programs like Norton.
In addition to the information given above. with Win 8.1, you can right click on the Start button on the Windows desktop and select Shut Down to force a complete shutdown.
