Norton products use layered architecture to protect you from threats.
Which means that, even if a layer fails or is cheated by the threat, next layer will sent it to where it must belong to. (The Quarantine)
I dont download test / threat tools directly to my machine, so havent tried your way.
But the file has a .com.txt extension. So when you try to change it to the .com extension, Norton will sent it to where it should belong.
Also, in general, text files are considered as not as threat (even if not safe) and the Insight is used to scan only executable and related files like dlls [citation needed, subject to correction from more experienced members]. So, may be thats why norton missed it via Download Insight.
