Your speed problems need to be discussed with the people who provide you with access. Regardless of the speed that you 'can' reach you will only reach what the net 'allows'. If you and I were the only ones online 1,000mbps would be no problem. Add a million others and 3mbps may be all that the network has to offer you.
Think of it like an interstate highway, say 8 lanes wide and arrow straight. You alone can go as fast as your vehicle will carry you. Add me and a few hundred thousand more like me and you may be down to less than 5mph.
Adding capacity to the Internet isn't quick, easy or cheap. Lots of folks are working on it and things are changing. I'd say be patient but I want faster speeds now so why shouldn't you? [end of rant]
