LOL; sorry--that makes sense, of course, if your mouse isn't working. I just assumed, since you were able to post, that you had done something (booting into Safe Mode with Netowrking, disabling Norton temporarily, etc.) that had got you operational again.
If you do reinstall Windows, yes, booting from the install CD would be the way to go. Then go to the Microsoft Update site, get all the Service Packs and other critical updates, then try reinstalling Norton via a direct download:
http://www.norton.com/dm360 (for Standard) or http://www.norton.com/dm360p (for Premier).
You'll be safe if all you do online is go to those official Microsoft and Norton sites, before you get your Norton reinstalled.
