It's doable but very unreasonable. Outside of a strict business enviroment computers are not extremly usefull offline.
You could use your router as a hub to connect all the system on a LAN. The computer going online needs 2 network adapters, one to the LAN and one to the modem.
Then when you realise you need the internet for all the systems you can plug the modem back into the router.
