One can certainly buy a downloadable Norton product, get the Key and not do the download but that is not the same and is certainly not what the OP did.
You can purchase from the Norton store and get a key emailed to you.
I have also purchsed retail boxes from Norton that have no media, it contains a "credit card" sized piece of plastic that has the key on it and a seperate piece of paper with a download link.
