If your modem has a firewall, go into the configuration settings and make sure that it is set to "low" or "off." Many modem/routers will block devices if the firewall security is set too high. The fact that disabling the Norton 360 AV and Firewall protection did not solve the problem would tend to hint that Norton isn't the cause of the issue.
