Problem RESOLVED as of 10 Dec 2013. It might have been ""unbroken" by a MS update on Patch Tuesday? All is well now as it was 2 months ago.

odd thing is...everytime I go to check for updates...it ALWAYS SAYS I last checked for updates either 1, 3 or 4 minutes ago. EVERY time, 1, 3 or 4. and I am NOT checking them every 1,3 or 4 minutes....
