It is the System Restore that would have dumped your new Skype installation, not Norton. As you have used System Restore, it is not possible to diagnose the original problem.
After all you have done already, I would suggest redownloading Skype from the links above and trying again. If you have trouble again, come here before you start other diagnostics, and we will try to get things right for you again.
